Hiring of Consultancy and Supervision Services for Upgradation of Fire Fighting System at SBP BSC Building, Islamabad

The SBP Banking Services Corporation (SBP BSC) Islamabad (Engineering) invites qualified and experienced consultancy firms to submit proposals for hiring consultancy and supervision services for the upgradation of the fire fighting system at the SBP BSC Building in Islamabad. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS) technique. Items being procured: - Review of existing drawings, BOQ and specifications including necessary amendments/revisions - Evaluation of bids and supervision of firefighting works - Preparation of as-built drawings, obtaining CDA NOC and final documentation The consultancy scope includes comprehensive review and verification of existing fire fighting system documents, design of a new underground fire-fighting water storage tank, coordination with CDA for approvals, technical scrutiny and supervision of contractor works, verification of measurements and certification of contractor bills, preparation and submission of as-built drawings, and facilitation of obtaining the required NOC from CDA. The consultancy period is initially 544 days, with milestone-based payments. Eligible firms must be registered consultancy firms with Pakistan Engineering Council with relevant codes, registered with the Income Tax Department and on the active taxpayer list of FBR. Firms must have executed at least two consultancy jobs related to fire fighting and fire alarm system upgradation and supervision in office buildings within the last five years. The firm must have at least five permanent full-time engineers including electrical and mechanical engineers registered with PEC. The bid security amount is PKR 136,000. Proposals must be submitted online through EPADS v2.0 by Monday, November 16, 2026 at 03:00 PM. Technical proposals will be opened on the same day at 03:30 PM.
