Tender Description
The Ministry of National Health Services, Regulations and Coordination (Mb NHSR&C) invites reputable, qualified, and experienced consulting/audit firms to submit proposals for hiring a Consultant/Firm to conduct a Third-Party Performance Audit of Shaikh Zayed Hospital (SZH), Lahore. This assignment aims to independently assess SZH's institutional performance, governance, efficiency, quality, effectiveness, compliance, and resource utilization, identifying opportunities for organizational improvement and revenue enhancement.
Items being procured:
- Hiring of a Consultant/Firm for conducting a Third-Party Performance Audit of Shaikh Zayed Hospital (SZH), Lahore
The audit covers operational and financial performance over the last five financial years (FY 2021-22 to FY 2025-26), including governance, leadership, strategic performance, financial sustainability, clinical service delivery, operational efficiency, human resources, systems, root-cause analysis, and stakeholder feedback. The Consultant shall employ a systematic performance-audit methodology, including inception, data collection, analysis, and reporting phases.
Eligibility requires registration with SECP or Registrar of Firms, NTN and Active Taxpayer status, no blacklisting, at least ten years of relevant experience with five similar assignments, and an average annual turnover of at least Rs. 30 million over the last three years. The Consultant must demonstrate independence from SZH and absence of conflict of interest. A multidisciplinary team of key experts in healthcare management, financial audit, legal affairs, human resources, and clinical governance is required.
Key dates include a pre-proposal conference on 15-09-2026 and proposal submission deadline on 21-09-2026 at 11:00 hours. Proposals must be submitted electronically via PPRA e-Pak Acquisition & Disposal System (EPADS) and one hard copy to the Procurement Committee, Mb NHSR&C, Islamabad. Technical proposals will be opened on 21-09-2026 at 11:30 hours. A bid security of Rs. 500,000 in the form of a CDR is mandatory.
Bidders should ensure compliance with all instructions, including submission of separate technical and financial proposals, and meet all mandatory eligibility criteria. The evaluation will follow a Quality- and Cost-Based Selection (QCBS) method with 80% weight on technical and 20% on financial scores.
A practical tip for bidders: Carefully prepare the technical proposal with detailed CVs of key experts and ensure timely registration and submission on EPADS to avoid disqualification due to late or incomplete bids.
