Tender Description
The National Disaster Risk Management Fund (NDRMF), a government-owned not-for-profit company under Section 42 of the Companies Act, 2017, invites Expressions of Interest (EOI) from reputable consultancy firms for the hiring of a consulting firm to conduct an Institutional Performance Evaluation of NDRMF covering the period 2016-2025. This evaluation requires firms with valid registration with Income & Sales Tax Departments and the capability to meet the Terms of References (TORs) outlined in the EOI document.

- Consulting services for Institutional Performance Evaluation of NDRMF (2016-2025)
The scope includes conducting a comprehensive performance evaluation as per the TORs, ensuring compliance with Public Procurement Regulations 2010 and 2004, and following the Quality & Cost Based Selection (QCBS) method for RFP stage. The EOI documents, including Instructions to Consultants and Terms of References, are available free of cost on PPRA's website (www.ppra.org.pk), NDRMF's website (www.ndrmf.pk), and PPRA's EPAD system (www.epads.gov.pk).
Firms or Joint Ventures must submit their EOIs through the PPRA EPAD System v2.0 (www.epads.gov.pk) by 26th August 2026 at 1100 hours, with opening scheduled for 26th August 2026 at 1130 hours. Registration on the PPRA EPAD System is mandatory to participate. The submission and opening will be conducted electronically via the EPAD portal.
Interested bidders should ensure they meet all registration and eligibility criteria, including FBR/ATL registration and relevant experience. Earnest Money or Bid Security requirements are as per the detailed EOI documents. The submission deadline is strict; late submissions will not be entertained.
A practical tip for bidders: Carefully review the TORs and instructions available on the official websites and ensure timely registration on the PPRA EPAD System to avoid disqualification due to procedural non-compliance. Early submission is recommended to address any technical issues with the electronic portal.
