Tender Description
The Privatisation Commission of Pakistan invites technical and financial proposals for hiring a Financial Advisor to facilitate private sector participation in two distribution companies, namely PESCO and HAZECO. This consultancy aims to support the government in structuring and executing privatization transactions to enhance efficiency and service delivery in the power distribution sector.
Items being procured:
- Financial advisory services for private sector participation in PESCO
- Financial advisory services for private sector participation in HAZECO
The scope includes detailed financial analysis, transaction structuring, market assessment, and advisory support throughout the privatization process. The advisor will work closely with the Commission to ensure compliance with regulatory frameworks and maximize value for the government.
Eligible firms or individuals with relevant experience in power sector privatization, financial advisory, and transaction advisory services are encouraged to participate. Registration with FBR and inclusion on the Active Taxpayers List (ATL) is mandatory. Earnest money or bid security requirements remain as per the original RFP terms.
The deadline for submission of technical and financial proposals has been extended to **September 28, 2026, at 03:00 p.m. (PST)**. Proposals should be submitted in accordance with the original RFP instructions. The submission address and detailed terms remain unchanged.
A practical tip for bidders: Ensure your technical proposal clearly demonstrates your experience with similar power sector privatization projects and includes all required certifications and registrations to avoid disqualification at the technical evaluation stage.
