Tender Description
The Trade Development Authority of Pakistan (TDAP, HQ Karachi) invites bids for hiring a firm to operate and maintain chillers, buildings, and installed equipment at the Karachi Expo Centre. This procurement is for non-consultancy services under an open competitive bidding process using the Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. The contract is planned for the financial year 2026-27 and aims to ensure continuous, efficient, and uninterrupted operation and maintenance of the Expo Centre's HVAC systems, electrical, mechanical, and plumbing equipment.

- Human Resource for operation and maintenance
- Monthly Material Charges
- Service and Maintenance of Diesel Generator Set
- Service and Maintenance of Air Conditioning Plant and Chillers
- Service and Maintenance of Lifts
- Fumigation and Rodent Control and cleaning of overhead and underground water tanks
The scope includes operation, preventive and corrective maintenance of chillers, pumps, motors, air handling units, lifts, electrical distribution systems, plumbing, water tanks, and related equipment. The firm must provide qualified personnel including mechanical and electrical engineers, AC mechanics, plumbers, lift operators, and other skilled staff as per the detailed staffing list. Monthly material supplies such as electrical fittings, chemicals for chillers, and consumables are also included.
Eligibility criteria require bidders to have PEC minimum category C4 in relevant disciplines, valid FBR registration, and experience in similar contracts. Bid security of PKR 350,000 is required. Bids must be submitted online via EPADS v2.0 by 11:00 AM on October 21, 2026, with technical bids opened the same day at 11:30 AM. Manual submissions are not accepted.
The contract will be governed by the laws of Pakistan, with a performance guarantee of 0%. The successful bidder will be responsible for ensuring all services are delivered as per specifications, including emergency call responses and routine monthly visits. The contract includes detailed terms for quality control, reporting, and penalties for non-performance.
