Tender Description
The Balochistan Education Support Program (PMU-BESP) in Quetta is procuring consulting services for hiring an Independent Verification Agent (IVA) to verify Performance-Based Conditions (PBCs) under the Getting Results: Access and Delivery of Quality Education Services in Balochistan (GRADES-B) project. This project, funded by the World Bank, aims to improve educational access, quality, and equity in Balochistan by enhancing literacy, numeracy, enrollment, and systemic reforms in project-supported schools.
The scope includes providing independent, evidence-based verification services to ensure disbursements are authorized based on verified results. The IVA will work closely with the Government of Balochistan to maintain consistency with the Terms of Reference (TORs) and support data-driven accountability and emergency preparedness mechanisms.
Eligible consulting firms must demonstrate at least 10 years of overall experience, including five years in monitoring, evaluation, and verification of social service programs. Experience in verifying and tracking PBCs/DLIs for disbursements is preferred. Firms should have verifiable expertise in statistical research, monitoring, and evaluation, and the ability to prepare concise, policy-relevant reports. Joint ventures are allowed but must clearly define liability.
Interested firms should submit Expressions of Interest (EOI) by **13th May 2026** to the Project Management Unit at House # 74-A Chaman Housing Scheme, Airport Road Quetta. EOIs can be delivered in person, by mail, fax, or email to ps.gradesb@gmail.com. The submission deadline is strict, and bidders should ensure all required documentation, including Earnest Money and CDR if applicable, is complete.
