Tender Description
The Independent System and Market Operator (ISMO) Islamabad invites qualified and experienced legal consultants to submit proposals for the hiring of services of a Legal Consultant specializing in Corporate and Regulatory Advisory. This consultancy is critical for ISMO as it transitions into a fully operational entity managing the national power system and wholesale electricity market. The consultant will provide comprehensive legal advisory services including regulatory compliance, legal due diligence, risk assessments, corporate governance advisory, drafting of board resolutions, pre-litigation advisory, labor law guidance, and support on internal governance frameworks.
Items being procured:
- Hiring of Services of Legal Consultant (Corporate & Regulatory Advisory) for 130 man-days over a period of one year
The scope includes engagement with government bodies such as NEPRA, development partners like ADB and World Bank, and other stakeholders. The consultant will report to the Chief Law Officer and coordinate with ISMO's legal, regulatory, HR, and procurement functions. The contract tenure is 6 person-months (130 man-days) with possible extension based on performance and business needs. Performance evaluation will be conducted based on timely and quality delivery of outputs.
Eligibility criteria require a Bachelor of Law (LLB) with valid bar enrolment; a Master of Law (LLM) or equivalent is advantageous. Minimum 10 years of relevant professional experience in legal advisory, regulatory compliance, and corporate law is mandatory. Experience in public sector legal advisory, contract drafting, dispute resolution, and legislative drafting is essential. The consultant must demonstrate strong research, analytical, negotiation, and stakeholder engagement skills.
Proposals must be submitted electronically via EPADS v2.0 by Thursday, August 27, 2026 at 11:00 AM. Manual submissions will not be accepted. Bid security or bid securing declaration is required as per the bidding documents. The technical evaluation will follow Quality and Cost Based Selection (QCBS) with a minimum technical score of 75 required to qualify for financial evaluation.
