Tender Description
The Ministry of National Health Services Regulations And Coordination (MoNHSR&C), through its National Health Support Program (NHSP), Islamabad, invites eligible and qualified printing firms to submit quotations for hiring non-consulting services for printing recording and reporting tools for ICT Health Facilities. This procurement is critical to ensure the timely production and supply of standardized data collection registers, reporting forms, and related tools aligned with DHIS formats to support health information systems and service delivery across ICT health facilities.
Items being procured include a comprehensive list of printed materials such as legal size registers, A4 pads, cards, diaries, forms, charts, banners, file covers, pens, and IEC materials with specific quantities and technical specifications. For example, DHIS-1 CRP Register (250 pages, 100g paper, 20 registers), DHIS-12 FP Card (100,000 cards, 260 grams offset printing), LHW Diary (7,200 diaries, hard binding), and many others totaling over 50 distinct items.
The scope requires high-quality printing on specified paper weights, binding types, black & white or color printing as per item, and secure packaging and delivery to NHSP office in Islamabad. The selected firm must have modern printing equipment, proven experience in government/health sector printing, and capacity to meet bulk printing demands within defined timelines.
Eligibility criteria include valid NTN/STRN registration, active taxpayer status on FBR ATL, no blacklisting or suspension by PPRA or international bodies, affidavit against fraud and corruption, and an office presence in Islamabad. Earnest money of Rs. 400,000/- in the form of bank draft or CDR is required. Bids must be submitted through the e-Pak Acquisition and Disposal System (e-PADS) portal, with manual submission not accepted.
The procurement follows a single stage one envelope procedure with least cost evaluation. Quotations must be valid for 90 days. Delivery is expected within 5-6 weeks of contract signing. The contract includes terms for quality assurance, confidentiality, and compliance with World Bank anti-corruption guidelines.
Bidders should carefully review the detailed purchaser requirements and technical specifications available on PPRA, MoNHSR&C, and e-PADS websites. The submission deadline is within 15 days of advertisement publication. Bids will be opened at NHSP office, Islamabad, in the presence of bidders or their representatives.
A practical tip for bidders: Ensure full compliance with e-PADS registration and submission procedures well before the deadline to avoid disqualification. Also, prepare all affidavits and earnest money instruments in advance to meet eligibility requirements smoothly.
