The security guards must be licensed to carry arms, including AK-47 weapons, and the service provider must ensure biometric attendance of all deployed staff. The scope includes deployment of guards with licensed weapons, provision of alternate staff in case of absence, and compliance with all applicable labor laws. The service provider must also provide fresh medical certificates and background checks for all personnel. Eligibility criteria include valid Ministry of Interior license, active taxpayer status with FBR, and experience in similar contracts over the last five years. Firms must be subsidiaries of the Armed Forces of Pakistan and have professional security specialists on their panel. The tender documents can be obtained upon payment of a non-refundable fee of Rs. 2000 and must be submitted in two sealed envelopes marked Technical and Financial. The submission deadline is strictly enforced, and bids must be dropped at the Cantonment Board Clifton office located at CC-38, Street 10, Khayaban-e-Rahat, Phase VI, DHA, Karachi. Earnest Money in the form of a pay order or bank guarantee is required. Bidders are advised to carefully prepare their technical proposals with numbered pages and a table of contents. Incomplete or conditional bids will be rejected. A practical tip for bidders is to ensure all documentation, including financial statements, tax certificates, and affidavits regarding litigation and blacklisting, are complete and properly attested to avoid disqualification. The evaluation will be based on experience, financial strength, technical staff qualifications, and compliance with all tender conditions. This is a critical opportunity for security firms to engage with a prestigious government entity in Karachi with a clear and transparent procurement process.
