Hiring of Services for Recruitment Testing by Board of Revenue Azad Jammu and Kashmir

The Board of Revenue, Azad Government of the State of Jammu and Kashmir, invites sealed bids from reputed public or private sector testing agencies duly registered in Pakistan or Azad Jammu and Kashmir for the provision of third party testing and assessment services. These services are required for recruitment and screening of candidates against various posts ranging from BPS-07 to BPS-15 within the Board of Revenue. The recruitment tests will be conducted transparently and fairly in all or any district of Azad Jammu and Kashmir. Items being procured: - Third party testing and assessment services for recruitment posts BPS-07 to BPS-15 The scope includes complete end-to-end services such as application processing, test design, conduct of tests, result compilation, and related processes ensuring fairness, transparency, and strict confidentiality. The testing agency must have NTN and STRN registration issued by the Inland Revenue Department of GoAJ&K or AJK-CBR. The fee rates for conducting recruitment tests, fully paid by candidates including all taxes, must be quoted and remain valid until the recruitment process is completed. Eligibility criteria require the agency to be a registered entity (SECP registration if private sector), possess a minimum of five years relevant experience in conducting recruitment tests, hold valid NTN, income tax, and sales tax registrations, and be on the Active Taxpayers List (ATL). The agency must not be blacklisted by any government or semi-government organization and must provide an affidavit certifying this on stamp paper. Additionally, bidders must attach details of previously conducted tests. Bidding documents can be obtained within ten days from the date of publication against a non-refundable fee of Rs. 1,000. Bid security must be submitted as per the provided format. The deadline for submission is November 11, 2026, at 1400 hours, with technical bids opening the same day at 1500 hours. Financial bids will be opened later for technically qualified bidders. Bid validity is 120 days from the date of opening.
