Tender Description
The Trade Development Authority of Pakistan (Trade Development) invites bids for the hiring of services of Valuers / Evaluation Firm/Company for the valuation of land and building assets across multiple locations in Pakistan. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The bidding process follows the Single Stage-One Envelope procedure with Least Cost Based Selection (LCBS) technique as per Public Procurement Rules, 2004.
Items being procured:
- Professional Fee for the Valuation of 8 land and building assets including physical site visits, title inspections, revenue record verifications, structural condition surveys, and comprehensive valuation assessments.
The properties to be valued include:
- Karachi Expo Center, KEC (57 Acres total, 46 Acres possession, including HVAC plant with 7 chillers)
- TDAP Headquarters Karachi (3rd & 5th Floor, 40,557.32 sq ft)
- TDAP Office Lahore (10,580 sq ft built-up, 20,548.84 sq ft total area)
- TDAP Plot Islamabad (3,686.66 sq yards)
- TDAP Office Peshawar (22,890 sq ft built-up, 6,289 sq ft possession)
- TDAP Office Quetta (2,966 sq ft)
- TDAP Office Faisalabad (16,400 sq ft)
- TDAP Plot Sialkot (16,335 sq ft)
The scope includes all costs such as manpower, materials, travel, boarding & lodging, and any out-of-pocket expenses related to the valuation job. The selected firm must be registered with FBR, listed on the Pakistan Bankers Associate panel, active on the tax payer list, and hold valid licenses for asset valuation from relevant authorities.
Bids must be submitted online via EPADS v2.0 by Wednesday, August 19, 2026 at 11:00 AM. Manual submissions will not be accepted. Bid security in the form of Pay Order or Demand Draft must be submitted physically to the 5th Floor, Block A, FTC Building before the deadline. Technical and financial bids will be opened on the same day at 11:30 AM.
Interested bidders should ensure compliance with all eligibility criteria and submit complete documentation including FBR certificates, company registration, and other required certificates.
