Hiring of Solid Waste Management Services for Abbottabad Cantonment Board

The Military Lands & Cantonments Department, through the Cantonment Board Abbottabad, invites sealed bids for the hiring of solid waste management services within Abbottabad Cantonment, specifically covering the main Mansehra Road area (both sides, 7 Km). This contract is for a period of three years with an initial 10% contract enhancement option after the first year upon Board approval. Items being procured: - Collection, sweeping, transportation, and safe disposal of solid waste to designated landfill site at Salhad, Abbottabad - Two operational shifts (morning 06 am to 02 pm & evening 03 pm to 11 pm) - Estimated waste quantity: 30–35 Tons per day (approx.) - Area coverage: Main Mansehra Road 7 Km (both sides 15 Km total) - Establishment of waste segregation warehouse at landfill site (land to be provided by CBA) - Revenue sharing of recyclables: 60% Contractor – 40% CBA - Provision of labor and vehicles for outsourcing The scope requires firms to be well-equipped and experienced in municipal solid waste management. Eligible bidders must be registered on EPADS (v2.0), possess valid Income Tax and Sales Tax registrations, and appear on the Active Taxpayers List (ATL). Interrelated firms/contractors must have a minimum of five years of proven experience in similar assignments. Bids must be submitted electronically via EPADS by 3rd September 2026 at 11:00 AM, with technical and financial proposals under the Single Stage Two Envelope procedure. A 5% bid security in the form of CDR or Banker's Cheque in favor of the Executive Officer, Cantonment Board Abbottabad, is mandatory and must be submitted before the online deadline. Manual bids will not be entertained. The procuring agency reserves the right to accept or reject any or all bids as per PPRA Rules 2004.
