Hiring of Testing Service Firm for Examination/Tests for Higher Education Department AJK

The Higher Education Department Azad Jammu & Kashmir (AJK) invites sealed bids from well reputed and registered Testing Service Firms recognized in Pakistan/AJK for hiring to conduct examinations/tests against posts from BPS-07 to BPS-15. The procurement will follow the Single Stage Two Envelope procedure under the Quality Cost Based Selection Method as per AJK Public Procurement Rules 2017. Items being procured: - Testing services for recruitment examinations/tests for posts from BPS-07 to BPS-15 The selected firm will be responsible for the publication of advertisements, receipt and processing of applications, shortlisting candidates, development and secure printing of question papers, conducting examinations, assessment and preparation of results, and any other related assignments mutually agreed upon at the time of contract award. The firm must maintain a complete database of applicants and preserve all examination records for a minimum period of three years for audit and verification purposes. Testing arrangements must cover all divisional headquarters and/or other agreed centers within the stipulated timeframe. Eligibility criteria include a minimum of five years relevant experience in conducting recruitment tests for government or semi-government organizations, valid NTN, relevant tax registrations, and listing on the Active Taxpayers List (ATL) of FBR AJK CBR. The firm must not be blacklisted by any government entity, supported by an affidavit on stamp paper signed by the authorized head of the firm. A bid security of PKR 200,000 in the form of a call deposit receipt is required along with the technical bid. Bidding documents can be obtained upon submission of a written request on official letterhead along with a non-refundable fee of PKR 5,000 in favor of DDO Secretariat Higher Education from the office of the Secretary Higher Education Department, Right Wing, Ground Floor, Block No. 10, Civil Secretariat, Chattar Domel, Muzaffarabad until September 8, 2026, 04:00 PM. The submission deadline is September 9, 2026, at 11:30 AM, with technical proposals opening on the same day at 12:00 PM in the presence of bidders or their authorized representatives. Authorization must be supported by a valid authority letter on stamp paper. A practical tip for bidders: Ensure all documents, including the bid security and affidavit, are properly prepared and submitted in separate sealed envelopes clearly marked as Technical Proposal and Financial Proposal to avoid disqualification. Early collection of bidding documents is advised to allow sufficient time for preparation.
