Pre-Qualification of 3-Star, 4-Star and 5-Star Hotels for Hospitality Services

Pakistan Mineral Development Corporation (PMDC), an autonomous corporation under the administrative control of the Ministry of Energy (Petroleum Division), invites proposals for pre-qualification of registered 3-star, 4-star and 5-star hotels. The selected hospitality providers will support PMDC officials and guests in Islamabad, Lahore, Karachi, Peshawar and Quetta through a long-term Open Framework Arrangement initially intended for two years, with a possible one-year extension or other mutually agreed business arrangement. The required service scope includes: accommodation for PMDC officials and guests according to applicable hotel category; conference rooms, meeting halls and boardrooms with suitable facilities; high-speed internet and business support; airport pick and drop; laundry, housekeeping and room services; and other allied hospitality services. Hotels must apply separately for each category and provide valid classification evidence. Minimum room capacity is 20 rooms for 3-star hotels, 30 rooms for 4-star hotels and 50 rooms for 5-star hotels. Facilities should include conference or meeting areas, backup power, security systems, air conditioning or heating, complimentary Wi-Fi, attached sanitized bathrooms, 24/7 reception, parking, room service, housekeeping and functional external or internal security arrangements. Applicants must demonstrate at least three years of relevant experience for 3-star classification and five years for 4-star and 5-star classifications. Experience with government, semi-government or large corporate clients is mandatory, supported by evidence for at least two clients. Eligibility documentation includes company profile, legal status, hotel registration or license, NTN and GST registration, classification certificate, last three years financial statements, litigation details and a non-blacklisting undertaking. An active ATL status is required. No bid security, CDR or pre-qualification fee is specified in the notice.
