Tender Description
Pakistan State Oil Company Limited (PSO) is inviting qualified contractors for a Hospitality Services Contract involving LPG bulk storage and bottling at the Rawalpindi region and adjoining areas. This contract is for one year starting from 01.08.2026 to 31.07.2027, with the possibility of extension for two additional years based on contractor performance. The scope includes receiving LPG from producers, storing it in dedicated bulk storage facilities, and filling LPG into domestic and commercial cylinders as well as LPG bowzers. The daily sales target is approximately 14 metric tons, subject to market fluctuations.
The contractor must provide and maintain sufficient bulk storage and filling facilities at their own premises. They will be responsible for the safe custody of LPG during storage and filling operations, including product insurance. The contractor must hold a valid license from the Inspector of Explosives or relevant government authority and ensure compliance with industrial safety and firefighting standards. The contract includes reconciliation of monthly LPG quantities and requires strict adherence to safety and environmental regulations.
Eligible bidders should have relevant experience in LPG handling and storage, valid PEC registration if applicable, and must be registered with FBR and ATL. The contract requires submission of a Technical Bid and Financial Bid, along with Earnest Money and CDR as per PSO instructions. The submission deadline is 09.06.2026, and bids should be submitted to the Pakistan State Oil Company Limited office in Karachi.
A practical tip for bidders is to ensure all safety certifications and licenses are up to date and included in the bid package, as non-compliance can lead to disqualification. Also, carefully review the terms regarding product custody and risk transfer to avoid liabilities. This contract offers a significant opportunity for suppliers experienced in LPG storage and bottling services in Punjab, specifically Rawalpindi.
