Tender Description
The Executive Engineer Highways Division Hyderabad is procuring comprehensive improvement works for C.C and paver blocks across multiple Union Councils (UCs) in Talukas Tando Jam, Tando Fazal, Qasimabad, Hussainabad, Shah Latifabad, Sachal Sarmast, Nerun Kot, Mian Sarfaraz, and other areas within Hyderabad District, Sindh. This tender covers a wide range of civil infrastructure enhancements aimed at upgrading road surfaces and drainage systems to improve urban and rural connectivity.
The technical scope includes the improvement of cement concrete (C.C) and paver block pavements in various UCs, with a contract period of 24 months. The works involve site preparation, laying of paver blocks, and drainage system improvements in specified UCs. The estimated cost per lot ranges from PKR 5 million to PKR 8 million, with a bid security of 5% of the bid price required in the form of call deposit from a scheduled bank. The procurement will be conducted through a Single Stage Two Envelops method via the SPPRA e-Procurement system.
Eligible bidders must hold valid Pakistan Engineering Council (PEC) registration in the relevant category with renewal valid through June 2026 or beyond. Firms should demonstrate experience with at least three similar works completed in the last five years, each amounting to at least 80% of the estimated cost, supported by completion certificates and SPPRA bid evaluation reports. Additional eligibility criteria include FBR active registration, Sindh Revenue Board active status, audited financial statements from ICAP-registered firms for the last three years, annual turnover at least twice the estimated cost, and technical staff qualifications with attested CVs and PEC certificates.

Bids must be submitted electronically by 09:00 AM on 2026-05-04 to the Office of the Executive Engineer Highways Division Hyderabad, SRTC Colony opposite State Life Building. Technical bids will be opened at 10:00 AM on the same day in the presence of bidders or their representatives. Financial bids of only technically qualified firms will be opened later as notified.
