Tender Description
The Executive Engineer Highways Division Hyderabad is procuring improvement works for the drainage system in Union Councils 142 and 151 of TMC Hussainabad Taluka Latifabad and TMC Qasimabad Taluka Qasimabad District Hyderabad. This tender is specifically for contractors licensed by the Pakistan Engineering Council (PEC) with valid registration up to June 2026 and possessing relevant category and specialized codes. The scope includes civil works related to drainage system improvements over a 24-month period.
The technical scope involves site-based civil construction activities including drainage system upgrades, requiring contractors to have experience of at least three similar works with 80% of the estimated cost completed in the last five years. Bidders must submit detailed technical proposals including CVs of engineering and technical staff, audited financial reports from ICAP-registered firms for the last three years, machinery ownership or rental proof, and bank creditworthiness certificates showing at least 15% of the estimated cost as average balance over the last five years.
The tender fee is PKR 5,000 non-refundable, and a bid security of 5% of the estimated cost (PKR 250,000) is required in the form of a call deposit from a scheduled bank in favor of the Executive Engineer Highways Division Hyderabad. Bids must be submitted electronically via the SPPRA e-Procurement system before 09:00 AM on 4th May 2026, with bid opening at 10:00 AM the same day at the office of the Executive Engineer, Highways Division Hyderabad, SRTC Colony opposite State Life Building.
Eligibility criteria also include active registration with the Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB), submission of affidavits on judicial stamp papers confirming authenticity of documents and non-involvement in litigation or blacklisting, and compliance with all SPPRA rules. The procurement method is Single Stage Two Envelops, ensuring technical and financial bids are evaluated separately.
A practical tip for bidders is to ensure all pages of the technical proposal are paginated, signed, and stamped by the firm owner to avoid disqualification. Also, timely submission of bid security in the prescribed form is critical as other forms will lead to rejection. Familiarity with the EPADS portal and early download of bidding documents from http://portalsindh.eprocure.gov.pk/ is recommended to avoid last-minute issues.
This tender offers a significant opportunity for qualified contractors in Hyderabad to contribute to vital infrastructure improvements with a contract value of PKR 5 million and a completion period of 24 months. Strict adherence to submission deadlines and documentation requirements will be key to successful participation.
