Tender Description
This tender invites bids for the improvement and rehabilitation of the Bituminous (BT) road stretching from Liari to Lakhra and from Uthal to Lakhra in District Lasbela, Balochistan. The project involves extensive civil engineering works including road surface restoration, drainage improvements, and retaining structures to ensure durability and safety. The site is located in a challenging terrain requiring specialized construction techniques and adherence to composite schedule rates 2023 on percentage basis.
The executing department, Pakistan Water and Power Development Authority (WAPDA), Lasbela Division, requires bidders to be registered with the Pakistan Engineering Council (PEC) under category C-B or above, with relevant specialized codes CE02, CE10(i), and CE01(i) covering general civil engineering, road and pavements, drainage, and retaining structures. Bidders must demonstrate financial capacity with a turnover of at least PKR 2,225,910,799 in the last three years and have completed similar assignments costing at least 70% of the estimated cost in the past five years.
Compliance with the Balochistan Public Procurement Rules 2014 is mandatory. Bidders must be on the Active Taxpayer List (ATL) and not blacklisted by any procuring agency. Submission of a 2% Call Deposit Receipt (CDR) of the estimated cost amounting to PKR 63,597,451 is required with the technical bid. Joint Venture firms must provide duly attested JV agreements on stamp paper. Tender documents are available electronically via the BPPRA portal.
The deadline for electronic bid submission is **09 April 2026 at 11:30 AM**, with bid opening scheduled the same day at 12:30 PM on the EPPS system. Bidders must submit their original documents within 48 hours of technical bid opening to the office of the Executive Engineer (Roads), Communication Works PP&H District Lasbela, located at Main RCD Road Hub District Lasbela.
