Tender Description
The Ministry of National Health Services, Regulations & Coordination Karachi is procuring Industrial Reverse Osmosis (RO) Water Filtration Plants under the PSDP Project titled Strengthening of Points of Entry and Border Health Services – Pakistan. This procurement covers supply, installation, testing, and commissioning of three RO plants at designated government dispensaries and civil dispensary locations in Karachi. The technical scope includes brand new Industrial RO plants with production capacity ranging from 2,000 to 5,000 litres per hour or higher, mounted on corrosion-resistant SS-304 skid structures. The system comprises pretreatment units such as raw water feed pumps, multimedia sand filters, activated carbon filters, automatic water softeners, cartridge filters, and necessary valves and gauges. The RO system features stainless steel multistage high-pressure pumps, TFC membranes, automatic membrane flushing, online TDS monitoring, and anti-scalant dosing where required. Post-treatment includes UV sterilization, ozone generation, and final polishing filtration. Storage and distribution systems include raw water and product water tanks made of food-grade HDPE or SS-304, transfer pumps, and complete piping. The electrical and control system is fully automatic with PLC/microprocessor-based control panels and multiple protections including phase failure, overload, and dry run. Installation involves minor civil works limited to foundation preparation, operational training for nominated staff, and submission of manuals and warranty certificates. Eligibility requires bidders to be manufacturers, authorized dealers, or suppliers with FBR registration, NTN, GST, and ATL status. Experience in supply and commissioning of similar RO plants in government or semi-government organizations is mandatory. Bidders must not be blacklisted and must provide after-sales support and warranty facilities within Pakistan. The bid security is PKR 1,000,000 in the form of CDR, pay order, or bank guarantee. Delivery and commissioning must be completed within 90 days of supply order issuance. The submission deadline is strictly enforced with bids submitted electronically via EPADS. Bidders should ensure all documents are signed, stamped, and uploaded correctly with separate technical and financial proposals. A practical tip for bidders is to carefully prepare the technical bid with complete literature and authorization certificates to avoid disqualification during technical evaluation. The department emphasizes compliance with PPRA rules and encourages early submission to avoid last-minute issues.
