Tender Description
The Ministry of National Health Services, Regulations & Coordination Karachi office is procuring Infrared Thermal Scanners under the PSDP Project titled Strengthening of Points of Entry and Border Health Services Pakistan. This procurement covers 20 units of advanced non-contact infrared thermal screening systems to be deployed at multiple strategic border and airport locations including Port Qasim, Gwadar, Khokhrapar, Kartarpur Corridor, Torkham, Islamabad, Sialkot, Skardu, Karachi Airport, Multan Airport, Peshawar, Quetta, Faisalabad, Khunjerab Pass, Chaman, Wahga, Taftan, and Lahore Airport.
The technical scope requires brand new latest model scanners with real-time thermal imaging, automatic high-temperature alarm, digital display, high accuracy, fast response, continuous operation capability, thermal imaging camera/sensor, user-friendly software, data storage, power backup, installation, commissioning, operator training, and minimum one year warranty with after-sales service and spare parts availability in Pakistan. Delivery, installation, and commissioning must be completed within 90 days of supply order issuance.
Eligible bidders must be manufacturers, importers, or authorized dealers of thermal screening equipment with valid FBR registration including NTN, GST, and Active Taxpayer List status. They must provide relevant experience certificates, manufacturer authorization, technical brochures, affidavit of non-blacklisting, warranty and after-sales support undertakings, and acceptance of terms and conditions. Bid security of 2% of total bid value is required in the form of CDR, pay order, or bank guarantee. Performance security of 10% will be required from the successful bidder.
The submission deadline is strictly enforced with bids to be submitted both electronically via EPADS and physically at the Project Director's office in Karachi. Bidders should ensure all documents are signed and stamped by authorized representatives. Incomplete or conditional bids will be rejected. A practical tip for bidders is to carefully prepare the technical bid with all mandatory documents and ensure compliance with specifications to avoid disqualification at the technical evaluation stage. The financial bid will only be opened for technically responsive bidders.
