Tender Description
The Ministry of National Health Services, Regulations & Coordination Karachi office is procuring Infrared Thermal Scanners under the PSDP project titled Strengthening Points of Entry and Border Health Services Pakistan. This procurement is aimed at enhancing health screening capabilities at border points with advanced thermal screening technology. The scope includes supply, installation, testing, commissioning, and operator training of brand new, latest model infrared thermal scanners with real-time thermal imaging, high accuracy, and integrated alarm systems. The equipment must comply with detailed technical specifications including temperature measurement accuracy of ±0.2°C, CE/FCC certification, and ISO compliance. Bidders must be registered with FBR for Income Tax and GST, appear on the Active Taxpayer List, and be manufacturers, importers, or authorized dealers of thermal screening equipment. Experience supplying similar medical or surveillance equipment to government or semi-government organizations is mandatory. The tender requires submission of a Technical Bid and Financial Bid in separate sealed envelopes, including NTN, GST certificates, ATL proof, manufacturer authorization, and warranty undertakings. Earnest Money in the form of a Call Deposit Receipt or Bank Guarantee of PKR 500,000 is required with the financial proposal. The deadline for bid submission is strictly seven days after publication, with bids accepted both electronically via EPADS and physically at the Project Director's office in Karachi. Delivery, installation, and commissioning must be completed within 90 days of the supply order. A practical tip for bidders is to ensure all technical compliance documents and original manufacturer brochures are complete and signed to avoid disqualification. Also, timely submission of bid security and adherence to the two-envelope procedure will safeguard against rejection. This tender offers a significant opportunity for qualified suppliers to contribute to Pakistan's border health security with cutting-edge thermal scanning technology.
