Inspection, Testing, Verification & Branding of Donated Used/Refurbished Chromebooks

The Ministry of Federal Education and Professional Training Islamabad invites qualified firms for the comprehensive inspection, testing, verification and branding of 250,000 donated used/refurbished Chromebooks. The assignment includes physical inspection of device condition, functional and technical testing including battery health, operating system verification, security and enrollment status, and compliance with approved specifications. The service provider will also apply institutional branding as per approved guidelines, ensuring durable, consistent and quality marking on all devices. The inspection methodology must cover device identification, defect reporting, rectification and retesting procedures, and final clearance. The Procuring Agency has designated warehouses in Karachi, Lahore and Islamabad for these activities. Items being procured: - Physical inspection of 250,000 Chromebooks - Functional and technical testing including battery, display, keyboard, ports, connectivity, OS, security settings - Specification verification against approved technical criteria - Branding of Chromebooks with institutional logos, asset IDs, and approved markings - Reporting, reconciliation and submission of batch-wise and quarterly inspection and branding reports The firm must demonstrate relevant experience in IT equipment inspection, quality assurance, asset verification, and institutional branding, preferably with ISO 9001:2015 certification. Key personnel should include IT/hardware engineers, technicians, QA officers, branding specialists and documentation staff. The contract duration is one year with possible extension. Penalties apply for late completion and defective services. Payment will be made quarterly based on actual inspected and branded devices, subject to verification and certification by the Procuring Agency. Bidders must submit technical and financial proposals separately through EPADS by September 18, 2026, 11:00 AM. A pre-bid meeting will be held on September 10, 2026, at Islamabad.
