Installation of RCC Pipe Line 18'' & 12'' Dia at UC-151 Village Tahir Soomro & Others Soomro Villages (Phase-4)

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms for the installation of RCC pipe lines of 18'' and 12'' diameter at UC-151 Village Tahir Soomro and other Soomro villages under Phase-4. The procurement is for development schemes in Hyderabad city, Sindh province. Items being procured: - Installation of RCC Pipe Line 18'' & 12'' Dia at UC-151 Village Tahir Soomro & Others Soomro Villages (Phase-4) The technical scope includes excavation, laying, jointing, and testing of RCC pipes as per specifications. The work involves trench excavation in hard soils, providing fence guards and temporary crossings, fabrication and installation of deformed steel reinforcement, cement concrete works, and refilling excavated material. The contract period is 24 months with a defect liability period of minimum 24 months after completion. Eligibility criteria require valid Pakistan Engineering Council (PEC) registration in the relevant category for 2026-27, active taxpayer status on FBR ATL, Sindh Revenue Board registration, NTN and Sales Tax certificates, minimum two similar completed works in last two years, two ongoing projects of similar nature, financial soundness evidenced by bank statements, affidavit of no blacklisting or litigation, and availability of technical staff and equipment. Bidders must submit a work methodology and execution plan. Tender documents are available for download from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs. 3,000/- is payable via Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost is required in the form of Call Deposit, Pay Order, Bank Draft, or Bank Guarantee from a scheduled bank in favor of Hyderabad Municipal Corporation. Scanned copies must be uploaded on E-PADS and original instruments submitted before bid opening. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. The bid submission deadline is 26-10-2026 at 11:00 AM, with bid opening at 12:00 Noon the same day at the office of Hyderabad Municipal Corporation. The evaluation will be on the lowest evaluated responsive bid basis. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Any attempt to influence the procurement process will lead to disqualification and blacklisting under Rule 35. A practical tip for bidders: Ensure all mandatory documents, including PEC registration, tax certificates, and financial statements, are current and properly uploaded on the E-PADS portal. Also, submit original bid security and tender fee instruments in sealed envelopes before bid opening to avoid disqualification.
