Tender Description
The Pakistan Telecommunication Authority (PTA) invites bids for the procurement of Internet connectivity services for its Headquarters located in Islamabad. This procurement is planned for the financial year 2026-27 and aims to secure reliable, secure, and redundant internet bandwidth and connectivity between the HQ and its Disaster Recovery (DR) site. The contract reference number is P76792.
Items being procured:
- ISP with redundant backhaul providing 350 Mbps bandwidth with all possible security measures
- Connectivity between DR site and HQ primary data center with 100 Mbps MPLS/L2/PTN point-to-point link
The scope includes provision of CIR internet service with unlimited data volume over redundant fiber optic infrastructure, installation and commissioning of primary and backup links, and seamless integration with existing IP subnet schemes without changes. The service must include BGP/MPLS support, auto failover routers, and comprehensive security controls against DoS, DDoS, malware, and other cyber threats. The fiber optic network must comply with ITU-T standard G.652.d and the ISP must have a local Tier-III data center in Islamabad/Rawalpindi with ISO certifications (ISO 9001, ISO 27701, ISO 27001).
Eligibility criteria require bidders to have a local office in Islamabad/Rawalpindi, minimum 15 years relevant experience with at least 15 projects, PTA license, upstream providers, own fiber infrastructure, and no blacklisting. Bidders must provide 24/7 support and maintain minimum core network uptime of 99.7%.
Bids must be submitted electronically via EPADS v2.0 by Monday, October 19, 2026 at 11:00 AM. Manual submissions are not accepted. Bid security is required as per bidding documents. Technical and financial bids will be evaluated using Least Cost Based Selection (LCBS) technique. The contract duration is three years with possible extensions.
