Introduction and Delivery of Inter-Tech Programs for Public Sector Schools in Khyber Pakhtunkhwa

The Government of Khyber Pakhtunkhwa Elementary and Secondary Education Department (E&SED) invites sealed proposals from eligible institutions for the introduction and delivery of Inter-Tech (HSSC Technical) Programs in 20 public sector schools across 10 districts of Khyber Pakhtunkhwa. This initiative targets 1500 students under a single stage two-envelope procedure in accordance with KPPRA Act 2012 and Rules 2014. The contract period is two years, focusing on NVQF Level 5 aligned programs with 80% practical and 20% theory components. Eligible bidders must be registered with TEVTA, NAVTTC, KP-BTE&C, or relevant authorities, possess a minimum of five years experience in TVET or technical education, demonstrate proven CBT&A delivery capability, and be NTN and GST registered. Additionally, a minimum turnover of PKR 100 million over the last three years is required. The procurement method follows QCBS evaluation with 80% weightage on technical and 20% on financial proposals. Earnest Money in the form of a bid security of PKR 5,000,000 is mandatory. The submission deadline is **21 May 2026 at 2:30 PM**, with technical proposals opening at 3:00 PM the same day. Proposals must be submitted through EPADs only, in separate sealed envelopes for technical and financial bids. The pre-application conference is scheduled for 11 May 2026 at 11:00 AM.
