Tender Description
This tender invites bids for the supply of branded and non-branded IT equipment, toner cartridges, and related accessories for the Engineer in Chief's Branch GHQ Rawalpindi under the Research and Support Directorate (IT Cell). The procurement covers a wide range of items including high-performance computers, laptops, plotters, various toner cartridges for printers and copiers, networking switches, cables, and other IT peripherals. The scope ensures the department's IT infrastructure remains robust and up-to-date with quality hardware and consumables.
The tender requires bidders to provide equipment that meets detailed technical specifications such as Intel Core i7 and i9 processors, high RAM capacities, SSD storage, and advanced graphic cards. The items will be delivered to Rawalpindi, where the department operates, ensuring seamless integration with existing systems. The procurement process follows a single stage two-envelope procedure, emphasizing technical compliance before financial evaluation. This approach ensures only technically qualified suppliers proceed to price consideration, maintaining high standards for equipment quality and service.
Bidders must be registered with the Income Tax and Sales Tax departments, possess valid NTN and GST certificates, and be on the Active Taxpayer List (ATL) for the fiscal year 2025-26. Firms should also provide authorization from OEMs or principals and demonstrate financial strength through bank certificates. The tender advises participants to ensure their PEC category aligns with the procurement requirements and to maintain compliance with all tax and regulatory obligations to avoid disqualification.
The submission deadline is set for 16 March 2026 at 1100 hours, with technical bids opening at 1200 hours the same day. Bids must be submitted in sealed envelopes addressed to the President Local Purchase Committee, Research and Support Directorate (IT Cell), Engineer in Chief's Branch GHQ Rawalpindi. Late submissions will not be entertained. Tender documents are available for free download from the MES website or can be obtained directly from the IT Cell office.
Pro-Tip: Carefully review the technical specifications and ensure all required documents such as authorization certificates, tax registrations, and financial proofs are complete and attached. Missing or incomplete documentation is a common cause for rejection. Also, confirm the warranty period and sample submission requirements to avoid disqualification during evaluation.
