Provision of Janitorial Services at Various EOBI Properties Situated in Karachi

Pakistan Real Estate Investment and Management Company (Pvt) Ltd - PRIMACO, on behalf of Employees' Old-Age Benefits Institution (EOBI), Government of Pakistan, invites e-bids for the provision of comprehensive Janitorial Services at various EOBI properties located in Karachi. This procurement is conducted under the Single Stage One Envelope procedure through the PPRA EPADS V2.00 system. Items being procured: - Janitorial Services including cleaning, housekeeping, sanitation, and waste management - Provision of trained manpower including supervisors, male and female sweepers, and gardeners - Supply of cleaning materials and consumables such as liquid soap, dusters, surf, nepheline balls, wipers, dust collectors, sulfuric acid, brooms, mops, brushes, flash pumps, polish, oil spray, rodenticide, scrapers, phenyl concentrate, shopper bags, tissue rolls, and air fresheners - Supply and maintenance of green plants including palms, ficus, dracaena, dieffenbachia, manthera, khalifa, spathhephyllu, syngonium, ferns, and money plant creepers The scope includes routine and periodic cleaning of offices, washrooms, external areas, floor and carpet cleaning, glass and window cleaning, waste collection and disposal, emergency cleaning, supervision, quality control, and compliance with health, safety, and environmental standards. The service provider must ensure proper uniforms, identification, and PPE for all staff. Eligibility criteria include valid NTN and sales tax registration, ATL listing, experience with at least two similar contracts involving 16 or more janitorial staff, ongoing contracts, and submission of client performance certificates. The contract period is initially one year with the possibility of extension for two additional years based on performance. Bids must be submitted electronically via the PPRA EPADS portal by 15th October 2026 at 1100 hours. The bid opening will be held the same day at 1130 hours at PRIMACO office, Islamabad. A bid security declaration is not required, but a tender fee of Rs. 2,500/- is applicable. Payment will be made monthly after certification of services and submission of supporting documents including attendance and salary payment evidence.
