Tender Description
The Karachi Water and Sewerage Corporation, through its Project Implementation Unit (PIU) under the KWSSIP-II, invites sealed bids for the K-IV Augmentation Works involving the laying of mild steel (MS) pipelines in Karachi. This procurement is part of the Second Karachi Water & Sewerage Services Improvement Project (KWSSIP-II), jointly financed by the Government of Sindh, the World Bank, and the Asian Infrastructure Investment Bank. The project aims to enhance water transmission capacity by installing large diameter MS pipelines across four distinct lots.
Items being procured:
- Lot 1: 72-inch diameter MS pipeline, approximately 28 km from Reservoir 1 to Y-Junction
- Lot 2: 96-inch diameter MS pipeline, approximately 24.5 km from Reservoir 2 to Sir Syed University near NIPA
- Lot 3: 72-inch diameter MS pipeline, approximately 12.5 km from Hassan Square to Gul Bai
- Lot 4: 72-inch diameter MS pipeline, approximately 29 km from Reservoir 3 to Banaras Chowk
The scope includes the construction of water transmission pipelines with specified diameters and lengths at various locations in Karachi. Bidders may submit proposals for one or more lots, subject to qualification requirements detailed in the bidding documents. The bidding process follows the World Bank's Procurement Regulations for IPF Borrowers and uses a two-envelope system without prequalification.
Eligible bidders must comply with the technical and financial criteria, including bid security amounts for each lot: Lot 1 - PKR 182 Million, Lot 2 - PKR 240 Million, Lot 3 - PKR 98 Million, Lot 4 - PKR 177 Million. Bids must be accompanied by a local labour method statement and declarations against sexual exploitation and harassment. The bidding documents can be purchased upon payment of a non-refundable fee of PKR 15,000 via Pay Order in favor of the Project Director KWSSIP-II or downloaded free from the official website.
Bids must be delivered physically to the Project Director KWSSIP-II at G-40/1, Block-6, PECHS, Karachi by 28th September 2026 at 12:00 PM PST. Electronic bidding is not permitted. The technical bids will be publicly opened in the presence of bidders' representatives. Financial bids will remain sealed until the second public bid opening.
A practical tip for bidders is to carefully review the qualification requirements in section III of the bidding documents and ensure timely submission of all required bid securities and declarations to avoid disqualification.
