The Estate Office Management, Government of Pakistan, invites electronic bids for the 20 years lease, renovation, refurbishment, modernization, operation, management, and maintenance of Federal Lodge No. II located at Garden Road, Karachi, opposite Karachi Zoo Gate No. 2. This property, approximately 1.730 acres in size, is offered for development and operation as a modern educational and institutional campus. The lease includes family suites, single rooms, servant quarters, office block, canteen, mosque, internal roads, parking, boundary wall, and open spaces.
Items being leased and developed:
- Federal Lodge No. II property and existing buildings
- Renovation, refurbishment, and modernization works
- Operation, management, and maintenance of the campus
- Educational/institutional campus uses including university, college, school, medical/nursing/allied health, technical/vocational training, research, student hostels, library, auditorium, sports facilities, cafeteria, and student services
The lease term is 20 years, extendable subject to satisfactory performance and government approval. The reserve base rent is Rs. 1,000,000 per month with an annual reserve rent of Rs. 12,000,000. Bid security is Rs. 240,000 (2% of the reserve annual rent). Rent escalation is 10% annually unless revised by competent authority. The land remains vested in the Government of Pakistan.
Eligible bidders include educational institutions, universities, companies, firms, trusts, foundations, individual investors, consortia, and joint ventures. Bidders must be registered on EPADS v2.0 and submit technical and financial proposals electronically under the Single Stage β Two Envelope Procedure. Technical proposals will be evaluated on organizational capacity, educational experience, financial strength, proposed educational plan, campus adaptation, governance, operations, sustainability, regulatory compliance, and innovation.
Key dates: Submission deadline is 28 October 2026 at 9:30 AM, with technical proposal opening at 11:30 AM the same day. Bids must be submitted electronically via EPADS v2.0; manual submissions are not accepted. Bid security instruments must be submitted as prescribed.
Bidders are strongly advised to conduct site visits and due diligence before submission. The successful bidder will execute a lease agreement and provide performance security equal to 10% of the offered annual lease rent. The lease agreement governs permitted use, obligations, development plans, performance KPIs, termination, and handover conditions.
A practical tip for bidders: Ensure full compliance with EPADS registration and submission requirements well before the deadline to avoid disqualification due to technical errors or late submission. Prepare detailed technical proposals demonstrating relevant educational experience and financial capacity to meet the stringent evaluation criteria.
This lease opportunity offers a unique chance to develop a prestigious government property into a vibrant educational campus in Karachi, with long-term operational and financial benefits.
