Tender Description
NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights.
Punjab Ring Road Authority (PRRA) invites bids from well reputed and experienced firms, companies, or sole proprietors for leasing/renting specified service areas along the Right of Way (ROW) of Lahore Ring Road for a term of twenty (20) years, extendable for another 10 years subject to approval. The lease locations include:
- Adda Plot (10 Kanal) with an estimated annual revenue of Rs. 84.96 million and earnest money of Rs. 4.25 million
- Niazi Interchange (14 Kanal) with an estimated annual revenue of Rs. 92.04 million and earnest money of Rs. 4.60 million
The bidding will follow the Single Stage-Two Envelope procedure as per Punjab Procurement Rules-2014. Interested applicants must submit documentary evidence including valid registration with SECP or Registrar of Firms, non-blacklisting certificate from PPRA and PRRA, and valid tax certificates (FBR/PRA). The bidding documents and detailed requirements are available on the Punjab Procurement Regulatory Authority (PPRA) website and can be collected from the office of Director Contracts, P&D, PRRA.
Bids (Technical and Financial) must be submitted in the office of Director Contracts, P&D, PRRA on or before 13.10.2026 at 11:00 AM. Technical bids will be opened the same day at 11:30 AM in the presence of applicants or their representatives. Earnest money must be submitted in the form of CDR in favor of Punjab Ring Road Authority amounting to 5% of the estimated revenue. Conditional, incomplete, or late bids will be rejected. The procuring agency reserves the right to reject any or all bids as per Rule-35 of PPRA Rules, 2014.
Bidders are advised to visit the sites before submission at their own expense. One practical tip for bidders is to ensure all financial bid documents are complete and signed as per instructions to avoid disqualification due to incomplete submissions.
