Tender Description
NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights.
The Punjab Walled Cities & Heritage Areas Authority (PWCA) invites rental/lease offers from eligible companies, firms, organizations, institutions, or individuals for leasing shop units at the Craft Bazar near Ghaus Pak Shrine inside Qila Kohna Qasim Bagh (Qasim Fort), Multan. This heritage site is managed by PWCA and the Craft Bazar comprises eight small shop units for traditional crafts, local products, and visitor-oriented facilities, plus two shop units designated for eatables/refreshments.
Items being leased:
- Eight (08) small shop units for crafts and local products
- Two (02) shop units for eatables/refreshments
The successful bidder must ensure the use and operation complement the heritage character of the Fort without adversely affecting its historical, architectural, and cultural values. The lease includes responsibility for approved rent, taxes, utility charges, maintenance, cleanliness, safety, and other operational expenses. No structural alteration, construction, modification, signage, or other activity affecting the heritage character shall be undertaken without prior written approval of PWCA.
Interested parties may obtain bidding/tender documents from the office of the undersigned during working hours upon payment of Rs.1000/- tender document fee before the submission deadline. Technical and Financial Proposals must be submitted separately in two sealed envelopes clearly marked 'TECHNICAL PROPOSAL' and 'FINANCIAL PROPOSAL'. A Bid Security of Rs.300,000/- in the prescribed form must accompany the bid documents.
Technical proposals will be received up to 15 October 2026 at 11:00 AM and opened publicly at 11:30 AM the same day at the Committee Room, PWCA. Financial proposals of only technically qualified bidders will be opened subsequently. The bidding will follow the Single Stage-Two Envelope Procedure under Punjab Procurement Rules. Proposals will be evaluated strictly per eligibility and evaluation criteria in the bidding documents.
One practical tip: Ensure your Technical Proposal includes a clear Concept & Business Plan that respects the heritage site's values and complies fully with PWCA's terms to avoid disqualification.
