Tender Description
State Life Insurance Corporation of Pakistan is procuring the hiring services of lift operators for passenger lifts installed at the State Life Building in Rahim Yar Khan. This tender is issued by the Real Estate Department of State Life and requires experienced firms or contractors registered with the Income Tax Department and active on the FBR's Active Taxpayers List. The contract involves the operation of passenger lifts daily from 8:00 A.M to 7:00 P.M, six days a week, for a period of one year. The scope includes providing substitute operators during leaves, ensuring safe and efficient lift operation, cleaning the lift cabins, assisting elderly and disabled passengers, and emergency rescue if needed. The contractor must also provide uniforms to the lift operators on site.
The technical scope covers the operation and maintenance of lifts at the State Life Building, with monthly billing based on verified performance reports. The contractor is responsible for all statutory payments including taxes, EOBI, and PESSI. The tender requires submission of bids through the E-PADS system only, with original bid security and hard copies submitted to the In-charge Real Estate Department office in Hyderabad. The bid security amount is Rs. 35,000 in the form of pay order or bank draft, and a performance security of 5% on the quoted rate is mandatory.
Eligibility criteria include valid NTN and Sales Tax registration, EOBI and PESSI certificates, and no blacklisting from any government or private organization. The contract demands adherence to labor laws and minimum wages fixed by the Government of Pakistan. The tender closing date is 8th July 2026 at 11:00 A.M, with bid opening at 11:30 A.M the same day. The contract commencement is within seven days of award issuance.
A practical tip for bidders is to ensure timely submission of both the electronic bid on E-PADS and the original bid security and documents at the designated office to avoid disqualification. Proper documentation and compliance with all statutory requirements will strengthen the bid's acceptance chances. Bidders should also prepare for the performance guarantee and maintain high service standards to avoid monthly deductions for unsatisfactory performance.
