Tender Description
Port Qasim Authority Karachi invites bids for the comprehensive maintenance of PQA lawns and green areas from T-Junction to Chairman's Secretariat. This tender is issued by the Environment & Safety Department of Port Qasim Authority. The scope includes daily upkeep, watering, trimming, cleaning, pest control, and replacement of plants across all designated PQA premises including offices, crafts, and housing complexes.
Items being procured:
- Maintenance of PQA Lawns and Green Areas
- Provision of fumigation, malaria and dengue control sprays
- Deployment of workforce: 40 Gardeners, 5 Supervisors, 3 Sprayers, 2 Helpers
- Supply and use of sweet soil (2,000 cubic feet every 4 months)
- Supply and use of manure (400 cubic feet every 3 months)
- Use of heavy duty trimmers (3 Nos.), lawn movers (3 Nos.), handheld trimmers (2 Nos.)
- Garbage truck (1 No.), tractor (1 No.), excavator (1 No.)
- Cutting and removal of wild bushes
- Provision of pick & drop services for horticulture staff
- Provision of prescribed uniforms with company logo
- Maintenance of biometric attendance system
- Provision of emergency first aid and medical facilities for workers
- Supply of various plants including Aexora, Tabebuia, Date Tree, Fycus, Coconut Tree, Cheekoo, Mango, Black Zaetroppa, Silver Yuka, Permanente Flower Plants
- Supply of pots: stainless steel planters and earthen pots in various sizes
The contractor must maintain a workforce of 50 persons daily and ensure availability of all necessary tools and machinery at site. The contract duration is two years with possible extension for one year based on performance. The contractor is responsible for compliance with labour laws, payment of minimum wages (Rs. 37,000 plus Rs. 18,000 incentive monthly), EOBI/SESSI contributions, and submission of audited accounts and tax reports for the last three years.
Earnest Money of Rs. 500,000 in the form of pay order from an AA rated scheduled bank is required. Performance Security of Rs. 1,500,000 will be deposited upon contract signing. Payment will be made on lumpsum basis after verification of services and deduction of applicable taxes.
The tender must be submitted in a sealed envelope to the Director (Environment & Safety), Port Qasim Authority, Bin Qasim, Karachi by 1200 hrs on the closing date. Late submissions will not be entertained. Technical and financial bids must be complete and signed by authorized persons. The evaluation criteria include relevant experience, technical capability, machinery availability, and financial soundness.
