Maintenance and Repair of Existing Boys and Girls Hostels at University of Narowal New Campus

The University of Narowal invites sealed bids from contractors, construction firms, and companies registered with Pakistan Engineering Council (PEC) in Category C-4 and above and renewed up-to-current financial year. The work involves maintenance and repair of existing boys and girls hostels at the University of Narowal New Campus. Items being procured: - Maintenance and repair of existing boys hostel - Maintenance and repair of existing girls hostel The firms must be registered with FBR and Punjab Revenue Authority with an active tax profile. A single package containing Technical and Financial Bids, duly completed, signed, and stamped conformity with Tender Document must be submitted online on e-Procurement Punjab System at https://epp.punjab.gov.pk by 09:00 AM on last date of submission of bids i.e. 25th September, 2026. The bids shall be opened at 11:30 AM on the same date as per Punjab Procurement Rules, 2014. The procurement is to be carried out through newly introduced e-Procurement System at https://epp.punjab.gov.pk. Tender notice / Tender documents containing detailed requirements, terms and conditions are available for the registered bidders on e-Procurement System at https://epp.punjab.gov.pk and Punjab Procurement Regulatory Authority (PPRA) website https://ppra.punjab.gov.pk. The tender documents duly signed and stamped must be submitted on website as per the date and time mentioned below. Manual bids shall not be accepted. The 5% Bid Security shall be submitted electronically through the Punjab e-Procurement System (www.epp.punjab.gov.pk) in the manner prescribed by the e-Procurement System. No physical financial instrument, including a Call Deposit Receipt (CDR) shall be accepted. Only Bid Security submitted electronically through the Punjab e-Procurement System shall be considered valid in accordance with the Punjab Procurement Regulatory Authority (PPRA) Rules. The system will not permit the submission of a bid unless the required PSID is generated and the prescribed Bid Security is submitted. As per PPRA Circular No. 1&CM(PRA)-10/2011-008595, dated 11.10.2024, all bidders shall be required to quote their rates against each entry item of DNIT / BOQs (instead of percentage) and completely fill the pages of rate analysis / summary / Sub summary in their financial bids. All incomplete financial bids (i.e., Blank DNIT / BOQs and blank entries / pages of rate analysis summary / sub summary etc.) shall be declared as non-responsive and shall not include in the competition for determination of lowest evaluated bidder. Eligibility includes PEC category C-4 and above, FBR and Punjab Revenue Authority active tax registration, and earnest money of 5% bid security electronically submitted. Taxes will be deducted as per government rules. The University Management may reject all bids at any time prior to acceptance of a bid, as provided under Rule-35 of Punjab Procurement Rules-2014.
