Tender Description
SBP Banking Services Corporation (SBP BSC) invites electronic bids from registered bidders on EPADS 1.0 for Maintenance and Support Services for Disaster Recovery Data Center Hyderabad (Excluding UPS System). This contract covers a two-year period of comprehensive maintenance and support to ensure availability and smooth operation of critical IT equipment and infrastructure at the DR Data Center Hyderabad. Items covered include generators, battery banks, cooling units (CRAC), air conditioners, power distribution units, fire detection and suppression systems, biometric access control, building management systems, CCTV, UPS systems, fuel storage and handling systems, environment monitoring, and related electrical and mechanical infrastructure.
The scope includes 24/7 maintenance and support, corrective and preventive maintenance, replacement of faulty equipment at no additional cost, supply of consumables such as engine oil and filters for DG sets, and ensuring CCTV recordings retention for over 90 days with additional storage if required. The service provider must maintain a skilled on-site team including one senior resident engineer and four resident technicians providing continuous support in shifts. The SLA defines incident severity levels with strict reporting and recovery times, including immediate response for critical failures.
Eligibility requires bidders to have at least two similar contracts in data center maintenance over the last five years, minimum annual turnover of PKR 300 million, presence in Karachi, and compliance with tax registrations and active taxpayer status. Bids must be submitted electronically via EPADS by 6 November 2026 at 11:00 AM. Bid security of PKR 900,000 is required, with original bid security submitted physically before the deadline. Technical proposals will be evaluated first, followed by financial proposals of technically qualified bidders. The contract will be awarded to the most advantageous bidder offering the lowest evaluated cost.
Bidders are advised to conduct a site survey at least five days prior to bid submission. The contract includes a 5% performance guarantee and payments will be made in four equal installments every six months upon satisfactory service. The contract is governed by Pakistani law with arbitration in Karachi for dispute resolution. Bidders must ensure no components originate from India or Israel and certify no backdoors or unauthorized access mechanisms exist. Strict confidentiality and integrity pact provisions apply.
This is a critical procurement for SBP BSC to maintain uninterrupted operation of its disaster recovery infrastructure in Hyderabad. Bidders should carefully review the detailed technical specifications, SLA requirements, and submission instructions to prepare compliant bids. The deadline and submission method are firm, and late or manual bids will not be accepted. The Procuring Agency reserves the right to reject all bids or vary quantities as per PPRA rules.
One practical tip for bidders: Ensure your bid security is prepared and submitted in the correct form and on time, as failure to submit original bid security physically before the deadline will result in rejection of your bid. Also, allocate sufficient skilled manpower and spare parts inventory at the Hyderabad site to meet the stringent SLA response and recovery times.
