Tender Description
The National Bank of Pakistan (Engineering Wing Central) invites sealed bids for the Major Renovation Works of NBP Main Market Branch, Gulberg, R.O Lahore East. This procurement is planned for the financial year 2026-27 and will be executed under a National Single Stage One Envelope procedure using Least Cost Based Selection (LCBS) technique in line with Public Procurement Rules, 2004. The scope includes dismantling of existing masonry walls, false ceilings, cash counters, flooring, electrical and plumbing fixtures, RCC wall/slab dismantling, relocation of strong room doors and lockers, reinforcement cement concrete works, brick masonry, plastering, PCC flooring, porcelain and wooden textured tiles, granite skirting and thresholds, glass and wooden doors and partitions, false ceilings of gypsum and wood, aluminum windows and louvers, blinds, stainless steel railings, front elevation tiles and glazing, safety grills, collapsible and steel doors, wooden wall cladding, PVC wall panels, cash counters, termite proofing, wooden furniture including branch manager and officer tables, revolving chairs, visitor chairs, waiting benches, and conference tables. The contract also includes plumbing works such as supply and installation of European style W.Cs, wash basins, kitchen sinks, toilet accessories, water supply systems with polypropylene pipes, brass valves, hot water storage heaters, soil, waste and rainwater drainage systems with UPVC pipes and fittings, external sewer and manholes, and sanitary fixtures. Electrical works cover wiring, power sockets, cable containment, data and voice fixtures, distribution boards, burglar alarm systems, earthing systems, fire extinguishers, parking and gate lights, CCTV wiring, IT room shifting, and air-conditioning works including supply and installation of inverter AC units of various capacities, copper piping, frames, PVC ducts, underground drain piping, and removal and reinstallation of existing AC units. The technical specifications require compliance with international standards and approved brands. Bidders must be registered with FBR Active Taxpayer List, Punjab Revenue Authority, and Pakistan Engineering Council in category C-5 or above with specialization codes CE-10 & EE-04. They must have completed at least three similar projects costing not less than Rs. 25 million in the last three years and not be blacklisted. Bids must be submitted electronically via EPADS by 11:00 AM on September 22, 2026, with bid opening at 11:30 AM the same day. Bid security of Rs. 1,150,000 in the form of Pay Order, Banker's Cheque, or Bank Guarantee is required. The contract duration is 180 days. The Procuring Agency reserves the right to reject all bids and to black list bidders for corrupt or fraudulent practices. Technical and financial proposals will be evaluated based on compliance, experience, financial capacity, and price. The contract will be awarded to the most advantageous bidder meeting all criteria. Bidders are advised to visit the site and examine all conditions before bidding. The contract includes detailed terms and conditions, performance guarantees, and provisions for grievance redressal and dispute resolution. Submission and evaluation will be conducted transparently through EPADS.
