Tender Description

The National University of Medical Sciences (NUMS) in Rawalpindi is inviting sealed bids for the procurement of medical laboratory equipment. This tender is aimed at well-reputed, experienced, and financially sound firms or companies capable of supplying, installing, testing, and commissioning medical laboratory equipment for NUMS academic and research facilities at NIASR. Items being procured: - Medical Laboratory Equipment (specific items not listed in the notice) The scope includes procurement, delivery, installation, testing, commissioning, and after-sales support of the medical laboratory equipment. Bidders must submit separate Technical and Financial Proposals under the Single Stage – Two Envelope procedure. Technical proposals will be evaluated first, followed by financial proposals of technically qualified bidders. Eligibility criteria require a minimum of five years relevant experience in supply, installation, testing, and commissioning of medical laboratory equipment in public or private sector organizations. Bidders must be registered with relevant tax authorities and appear on the Active Taxpayer List (ATL) of FBR for GST and Income Tax compliance. Bidding documents can be obtained upon submission of a Pay Order/Demand Draft of PKR 3,000 (non-refundable) in favor of NUMS. The bid security must be 2% of the total bid value in the form of Call Deposit, Bank Draft, or Pay Order, submitted physically at NUMS, with a scanned copy uploaded on PPRA E-PADS before the closing date. The last date for bid submission is Monday, 19 August 2026 by 0930 hours. Technical and financial proposals will be opened the same day at 1000 hours in the Conference Room, NUMS (ATR), Adiyala Road, Rawalpindi, in the presence of bidders or their authorized representatives. Late, incomplete, or emailed/faxed bids will not be entertained. The bidding process is conducted through PPRA E-PADS, and bidders must ensure registration on the EPADS portal. NUMS reserves the right to increase or decrease quantities or cancel the tender as per PPRA Rules, 2004. A practical tip for bidders is to ensure timely physical submission of the bid security instrument at NUMS and upload the scanned copy on PPRA E-PADS well before the deadline to avoid disqualification.
