Tender Description
This tender invites bids for the design, supply, installation, testing, commissioning, operation, and maintenance of a net metering based solar photovoltaic system with an approximate capacity of 150 KW at the ASF Garrison in Karachi. Issued by the Ministry of Defence, Headquarters Airports Security Force Karachi, this project falls under the Power, Electrical & Solar Equipment category and aims to promote indigenous renewable energy resources in Karachi, Sindh.
The scope includes installation of Tier-1 bifacial solar PV modules, grid-tied three-phase inverters, copper cabling, mounting structures including carport and rooftop installations, and all associated civil and electrical works. The system must comply with international standards such as IEC and UL, and include warranties of 12 years for materials and workmanship and 30 years for performance. The site is located at ASF Garrison Karachi, requiring careful engineering to ensure structural stability, corrosion resistance, and optimal solar irradiance with a tilt angle of 15 degrees. The contractor is responsible for net metering facilitation with NEPRA and DISCO approvals.
Bidders must be registered with the Private Power and Infrastructure Board (PPIB) under AEDB Certification Regulations 2021, hold valid PEC registration in solar energy categories, and be on the Active Taxpayers List of FBR. Financial capacity requires an average annual turnover of PKR 500 million over the last three years. The tender follows a single stage two-envelope bidding process with a 3% bid security requirement. Compliance with PEC categories EE11(i)(Solar), EE11(ii)(Solar Energy), and EE11(iii)(Solar Energy System) is mandatory.
The submission deadline is set for 19 February 2026 at 11:00 AM, with technical bids opening at 11:30 AM on the same day at Headquarters ASF Karachi. Bids must be submitted electronically via EPADS and hard copies delivered in sealed envelopes. The physical address for submission is Headquarters Airports Security Force, Karachi 75200.
Pro-Tip: Ensure your bid includes all mandatory forms (ASFP-2 to ASFP-7) and that the bid security is in the correct form and amount. Missing or incorrect bid security is a common cause for rejection. Also, verify that your firm's registration with PPIB and PEC is current and that you have documented experience with solar projects of 200 KW or above to meet technical evaluation criteria.
