Operation and Maintenance of HVAC System at NESPAK House Lahore

National Engineering Services Pakistan (Pvt.) Limited (NESPAK) invites eligible bidders for the operation and maintenance of the Central Heating, Ventilation and Air Conditioning (HVAC) System including all its accessories and peripheral equipment at NESPAK House, Lahore. This contract covers comprehensive O&M services for the HVAC system installed in the basement of the NESPAK House building, which consists of four floors and one basement. The system includes water cooled water/glycol chillers, thermal storage tanks, hot water generators, cooling towers, air handling units, fan coil units, and pumps. Items being procured: - Operation and maintenance services charges per month for first contract year (12 months) - Operation and maintenance services charges per month for second contract year (12 months) - Operation and maintenance services charges per month for third contract year (6 months) The scope includes daily operation, preventive maintenance, annual servicing, minor repairs, chemical treatment of water systems, cleaning and maintenance of air filters, pumps, fans, electric motors, control boards, expansion tanks, air distribution system, piping systems, and painting of equipment. The operator will also be responsible for recording temperature and equipment operational observations daily, submitting monthly performance reports, and preparing maintenance schedules and inventory for emergency breakdowns. Major repairs are excluded but reimbursable if approved by the Owner. The contract requires qualified personnel including a resident supervisor, chiller operators, electrician, pump operator/plumber/pipe fitter, and helpers. Backup support and workshop facilities will be available from the head office as needed. The operator must be licensed by Pakistan Engineering Council in category O-6 or higher (ME-01), registered with Income Tax Department, and on the Active Taxpayers List of FBR. Bids must be submitted electronically via EPADS with a bid security of PKR 600,000.
