Tender Description
The Federal Directorate of Education Islamabad Model College for Boys G-13/2 Islamabad invites bids for the operation and management of its newly constructed college canteen facility covering over 800 square feet. This canteen will serve more than 1,400 students and staff attending morning and evening shifts from Prep to Class X. The contract requires the successful bidder to provide hygienic, nutritious, and reasonably priced food items while maintaining high standards of cleanliness, food safety, and customer service.

The scope includes operating the canteen during institution-approved hours, ensuring quality food preparation, proper storage, cleanliness, and compliance with health and safety standards. The contractor must deploy trained staff, maintain courteous service, and provide all necessary utensils and equipment. The canteen must display approved menus and prices prominently and ensure no sale of prohibited items such as cold drinks, glass bottles, betel nuts, cigarettes, bubble gum, intoxicants, red pepper, or non-standard oil. Use of branded food items is mandatory, and frozen cooked items are strictly prohibited.
Eligibility requires bidders to have a valid CNIC, active FBR registration for FY 2025-26, a valid Food Authority license, minimum 5 years of relevant experience in government or semi-government cafeterias, affidavit of no blacklisting, financial stability proof, and at least 3 satisfactory performance certificates. Bidders must submit detailed operational and food safety plans.
The contract duration is two years, extendable by one year on satisfactory performance. The successful bidder must deposit a security fee of Rs. 240,000 before contract award. Monthly rent is Rs. 40,000 plus Rs. 5,000 fixed water charges and actual electricity bills. The contractor is responsible for all utility payments and must install a sub-meter for electricity. Gas supply is the contractor's responsibility.
The canteen will be inspected regularly, and any damage or violation may result in penalties including fines, contract termination, and blacklisting. The contractor must occupy the canteen within two weeks of contract signing. The canteen will close during public holidays, weekends, vacations, and summer break except for maintenance.
