Operation, Management and Maintenance of Bus Bays Contracts in Wazirabad and Rawalpindi

The National Highway Authority (NHA) Punjab-North Region, Central Zone, invites qualified private business entities, either Sole Proprietorship or Partnership Firms, to submit e-Bids for the operation, management, and maintenance contracts of bus bays located in Wazirabad and Rawalpindi. These contracts are awarded on an advance quarterly net guaranteed revenue basis with a 10% annual cumulative enhancement. The initial contract period is one year, extendable for two additional years based on satisfactory performance reports from the Deputy Directors (Maintenance). Items being procured: - Operation, management, and maintenance of bus bays at Lalamusa 1397+000 - Operation, management, and maintenance of bus bays at Kharian 1412+000 - Operation, management, and maintenance of bus bays at Sara-e-Alamgir 1427+1428 - Operation, management, and maintenance of bus bays at Gujar Khan 1491+000 The bidding documents provide detailed terms and conditions and can be downloaded free of cost from the NHA website. Bidders must be registered with the Income Tax Department, be on the Active Taxpayers List of the Federal Board of Revenue, and hold valid PEC registration in Category 0-5 for the year 2027. Bid security in the form of Pay Order or CDR is required for each location, payable to the National Highway Authority (Road Maintenance Fund-Security Deposit). The bidding process will follow the Single Stage Two Envelope procedure. Technical e-Bids must be submitted electronically and received by the specified deadline of November 02, 2026, at 1100 hours. Technical bids will be opened the same day at 1130 hours in the presence of bidders or their authorized representatives. Manual bids will be phased out, and bidders are advised to register on the e-procurement portal www.eprocure.gov.pk immediately. NHA reserves the right to reject any or all bids as per PPRA rules. Firms providing incorrect or unsubstantial information will be disqualified and may face legal action.
