Tender Description
The Federal Board of Intermediate and Secondary Education (FBISE) Islamabad is procuring outsourced digital variable printing services for answer scripts in Islamabad Capital Territory. This procurement is planned for the financial year 2025-26 and involves the printing and supply of digital variable E-sheets (answer copies) with QR-Code and automated pin binding on 70 GSM imported A-4 size paper. Each sheet will be packed in double wall hardboard boxes with detailed labeling to ensure secure and organized delivery.
The technical scope includes high-quality digital printing on imported paper, automated pin binding, and packaging in sturdy boxes to maintain the integrity of the answer scripts during transportation and storage. The printing capacity required is substantial, with bidders expected to demonstrate the ability to print up to 80,000 or more sheets per day and complete the entire printing within 90 days.
Eligible bidders must be registered with FBR, possess relevant PEC categories if applicable, and have verifiable experience in digital printing services. The evaluation will consider financial strength, office presence, number of employees, ISO certification, firm experience, printing capacity, and proposed completion time. Bidders must submit their bids electronically via EPADS v2.0 by the deadline of Tuesday, June 9, 2026, at 10:00 AM. Manual submissions will not be entertained. The technical and financial bids will be evaluated using the Quality and Cost Based Selection (QCBS) method.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully prepare both technical and financial bids in compliance with the detailed bidding documents. Early submission of the bid security in the form of Call at Deposit to the specified address in Islamabad is crucial to avoid disqualification. Attention to detail in packaging and adherence to the delivery schedule will be key to successful contract execution.
