Outsourcing, Operation, Management, Maintenance and Commercialization of IT Park Islamabad

The Pakistan Software Export Board (Guarantee) Limited (PSEB) invites sealed bids on a Single Stage Two Envelope basis under the Public Procurement Rules, 2004, from eligible and financially sound firms, Joint Ventures/Consortia, and real estate/facility management companies for the outsourcing, operation, management, maintenance, and commercialization of IT Park Islamabad located at Park Road, Jinnah Avenue (Kuri Road), Islamabad. The contract term is for five years, extendable up to ten years subject to performance. Items being procured: - Complete outsourcing of day-to-day operation and facility management of the IT Park including building services, security, and housekeeping - Leasing, tenant management, and commercialization of office and commercial space including retail, food court, gym, and other approved uses to IT/ITeS and allied businesses - Preventive and corrective maintenance of civil, electrical, mechanical, HVAC, fire/life-safety, elevator, and IT/ELV infrastructure - Remuneration through a Minimum Guaranteed Payment (MGP) plus a competitively bid Revenue Share Percentage of Total Gross Facility Revenue - Compliance with applicable building, safety, environmental, and labour regulations and performance against Key Performance Indicators (KPIs) under the Service Level Agreement The scope covers comprehensive facility management, tenant leasing, and technical maintenance services ensuring smooth operation and commercial viability of the IT Park. Interested bidders must be financially sound and experienced in real estate or facility management with the ability to meet the technical and financial requirements including bid security. A bid security of PKR 3,600,000 in the form of Pay Order, Demand Draft, or Bank Guarantee valid for 180 days is required.
