Tender Description

The Securities and Exchange Commission of Pakistan (SECP), located in Islamabad, is procuring a centralized Patch Management Solution specifically for Linux servers. This procurement is aimed at enhancing the security and management of approximately 130 Linux nodes/devices across the Commission. The scope includes the supply of software licenses, deployment, configuration, and hands-on training for SECP resources on the proposed solution. The solution must support multiple Linux distributions including Microsoft, CentOS, RHEL/OEL, and Ubuntu, and provide patching and upgrade capabilities for third-party applications. It should offer automated patch detection, classification, deployment, and verification, with features such as pilot group patching, unified dashboards, scheduling, compliance reporting, and role-based access control. Security requirements include TLS encryption and assurance of no backdoors or unauthorized data access. Bidders must be authorized dealers or partners of the principal manufacturer and have a minimum of two years' experience delivering patch management solutions, supported by at least two work orders. The procurement follows the Single Stage Two Envelope Procedure under the Public Procurement Rules 2004. Bids must be submitted exclusively through the PPRA's e-Pak Acquisition & Disposal System (EPADS) by 1430 hours on May 07, 2026, with technical bids opened the same day at 1500 hours at SECP's NICL Building, Islamabad. A bid security of Rs. 100,000 in the form of a Banker's Cheque is mandatory. The contract includes a three-year support period. A practical tip for bidders is to ensure full compliance with all mandatory technical requirements and submit a detailed compliance sheet, as bids failing any MUST criteria will be rejected. Additionally, timely submission of original bid security to SECP before the closing time is critical to avoid disqualification. This tender offers a significant opportunity for qualified Pakistani suppliers to provide a critical IT security solution to a key federal regulatory authority with a clear and transparent procurement process. The estimated cost is bolded at PKR 100,000, and the submission deadline is strictly enforced.
