Tender Description
The Mangla Dam Housing Authority Mirpur is procuring road construction works for the Extended Family New City Mirpur. This tender covers three pilot cut projects: Access Road, Primary Road, and Internal Road, each with an estimated cost around **PKR 9.6 to 9.9 million**. The works involve civil construction for road extensions to improve connectivity within the housing scheme.
Eligible bidders must be firms or contractors licensed by the Pakistan Engineering Council (PEC) with endorsement in Civil Works and Public Health (C&W/PP&H) for the fiscal year 2025-26. The tender requires PEC category C6 and above, with specialization codes CE01 and CE10. Firms must also be registered with FBR and on the Active Taxpayers List (ATL). Joint ventures are allowed but require prior approval from the employer.
Bidders should submit their electronic bids via the E-Bidding system by **8th June 2026 at 11:00 AM**. A bid security of PKR 300,000 per work is mandatory, payable via bank receipt to the designated joint account. Hard copies of original bank receipts and bidding documents must be submitted within 48 hours after bid opening to the Deputy Director Building Control office in Mirpur. The contract completion period for each road is six months.
A practical tip for bidders is to ensure timely registration and login credentials from the IT Section of the Chief Engineer Highway office in Muzaffarabad well before the submission deadline. Uploading the technical profile strictly in PDF format is essential to avoid disqualification. Also, carefully prepare the Letter of Bid and all supporting documents as per the bid data sheet to meet compliance requirements.
