Pre-Qualification of Audit Firms for Cannabis Control and Regulatory Authority

The Cannabis Control and Regulatory Authority (CCRA) Islamabad is seeking to pre-qualify reputed Chartered Accountant firms through an open framework agreement for a period of three years. The purpose is to conduct the audit of CCRA accounts in compliance with clause 16A of PPRA Rules. This procurement is managed by the Cannabis Control and Regulatory Authority (CCRA) based in Islamabad. Items being procured: - Audit services for Cannabis Control and Regulatory Authority accounts for three years The scope includes conducting comprehensive audits of the Authority's financial accounts, ensuring compliance with applicable laws and regulations. Firms must be duly authorized to practice in Pakistan, registered with the Income and Sales Tax Departments, and listed in the category 'A' list of the State Bank of Pakistan for audit services. Additionally, firms must have a satisfactory Quality Control Rating from the Institute of Chartered Accountants of Pakistan (ICAP) and be registered with ICMA and ICAP. EOI documents including Instructions to Consultants and Terms of Reference are available free of cost on the PPRA website www.ppra.org.pk and CCRA's website www.ccra.pk. Interested firms should prepare their Expressions of Interest (EOIs) in accordance with these instructions. The submission deadline for EOIs is Thursday, August 06, 2026 at 11:00 hours, with opening at 11:30 hours the same day. EOIs must be submitted in sealed envelopes clearly marked “EOI for Hiring of Chartered Accountant Firm for Audit of CCRA Accounts” to the Director/Chief of Staff (Operations/Lic/Vigilance), Headquarters, Cannabis Control and Regulatory Authority (CCRA), 25-A, Sector H-9/1, Islamabad. Firms are advised to ensure their registration and quality ratings are up to date and to carefully follow the submission instructions to avoid disqualification.
