Tender Description
The Military Engineer Services (MES) invites applications for pre-qualification of firms and contractors for civil works and roof treatment projects under the supervision of HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. This tender notice is specifically for firms interested in undertaking rehabilitation and construction works in Karachi, Mauripur, Makran, and Sujawal.
Items being procured:
- Rehabilitation of civil works at Karachi
- Repair / Roof treatment of residential accommodation at Mauripur
- Construction of civil work at Karachi
- Construction of 1st floor on existing accommodation at Makran
- Construction of 1st floor on existing building at Sujawal
The scope includes civil construction and repair works involving residential and accommodation buildings. Firms must be enlisted with MES in category 'A' or 'B' or be registered with other government departments with relevant experience. Applicants must submit a company profile including details of similar works completed in the last five years, list of enrolled manpower with valid PEC numbers, details of tools, plants and machinery, bank statements for the last two years, and valid NTN, FBR, PEC, and MES registration certificates. Firms not registered or renewing their PEC registration by 30th June 2027 will not be considered.
Applications will be scrutinized and tenders issued only to prequalified firms. Prequalified firms must deposit bid security equal to 2% of the quoted bid cost in favor of DW&CE (Navy) Islamabad. Tender submissions must be received at HQ DW&CE (Navy) Sector E8, Naval Complex, Islamabad by 1130 hours on 07 September 2026, with opening at 1200 hours the same day. The lowest evaluated responsive bid will be accepted. The accepting officer reserves the right to reject any or all applications under PPRA rules.
Bidders are advised to carefully prepare their company profiles and ensure all required documents and registrations are valid and complete before submission to avoid disqualification. Early submission is recommended to avoid last-minute issues.
