Pre-qualification for Construction and Consultancy Services for Military Engineer Services at Multiple Cities

The Military Engineer Services (MES) under the Engineer-in-Chief Branch at GHQ Rawalpindi is inviting applications for pre-qualification of firms, contractors, and consultants for various construction and consultancy works across multiple cities including Islamabad, Rawalpindi, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Hyderabad, Gwadar, and others. This procurement covers a wide range of works such as construction and provision of residential and non-residential service facilities, as well as consultancy services for design and supervision of these projects. The technical scope includes civil construction, electrical, mechanical, and plumbing works at various sites. Firms must demonstrate experience in these fields and provide satisfactory completion certificates from previous projects. The works span a large geographic area, requiring firms to have the capacity to manage multi-site projects effectively. Eligibility criteria require firms to be registered with the Pakistan Engineering Council (PEC) in category C-2 or above with validity up to June 2027. Preference is given to firms enlisted with MES in category A. Non-enlisted firms must provide a 2% refundable bid security. Firms must also submit NTN certificates, income tax returns for the last three years, bank statements, and personnel lists. Pre-qualification with the Engineer-in-Chief's Branch GHQ Rawalpindi is mandatory. The submission deadline is **23 July 2026** at 1130 hours, with opening at 1200 hours the same day.
