Pre-Qualification of Contractors for Military Engineer Services Works in Naval Sector E-8, Islamabad

The Military Engineer Services (MES) invites applications from pre-qualified contractors for pre-qualification to undertake various construction and repair works at Naval Sector E-8, Islamabad. The works include construction of fuel facilities at Nathia Gali, construction of accommodation at Creeks Area, repair and replacement of protective arrangements at Ormara, construction of residential accommodation at Gwadar, repair and maintenance of 38 accommodations at Mauripur, and completion of leftover work of accommodation at Creeks Area. Items being procured: - Construction of fuel facilities at Nathia Gali - Construction of accommodation at Creeks Area - Repair - Replacement of protective arrangement at Ormara - Construction of residential accommodation at Gwadar - Repair and maintenance of 38 accommodations at Mauripur - Completion of leftover work of accommodation at Creeks Area Firms or contractors enlisted with MES in category 'A' & 'B' or other government departments having experience of such type of works may apply. Applicants must submit a company profile, list of similar works completed in the last five years, bank statement of last two years, valid PEC registration certificate, NTN, FBR, MES registration certificate, and details of tools, plants, and machinery held. Applications must be submitted by 12 October 2026 at 1200 hours to HQ DW&CE (Navy) Sector E-8, Naval Complex, Islamabad. Tender opening will be on the same date at 1130 hours. A bid security equal to 2% of the quoted bid cost in favor of DW&CE (Navy) Islamabad must accompany the bids. Only pre-qualified firms will be considered for issuance of tender documents. The lowest evaluated responsive bid will be accepted. One practical tip for bidders: Ensure all required documents including valid PEC registration, FBR/NTN certificates, and performance reports are complete and properly attested to avoid rejection. Timely submission before the deadline is critical as late bids will not be entertained.
