Pre-Qualification of Firms for Construction and Services Works for Engineer-in-Chief Branch GHQ

The Military Engineer Services (MES) invites applications for pre-qualification of firms, contractors, and consultants for various construction and service works under the Engineer-in-Chief's Branch at GHQ Rawalpindi. This pre-qualification is in accordance with PPRA Rules 2004 and covers multiple locations including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, and Gwadar. Items being procured: - Provision and construction of certain services and facilities/buildings at the listed locations. Firms must provide detailed work orders, project locations, and pictures of completed projects along with satisfactory completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works or services and must be registered with PEC in the relevant field. Required documentation includes a list of personnel, bank statements, NTN certificate, and income tax returns for the last three years. Eligibility criteria include PEC registration in category C-2 or above valid until June 2027, preference for firms enlisted with MES in category A, refundable 2% bid security for non-enlisted firms, pre-qualification with Engineer-in-Chief's Branch GHQ Rawalpindi, and no outstanding DI&E recoveries. Tenders will be issued only to pre-qualified firms and must be received at the Engineer-in-Chief's Branch GHQ Rawalpindi by 1130 hours on 7 September 2026.
